Abstract

Purpose

The purpose of this study is to focus on identifying building elements with design defects and established the relationship between design defects and difficulties in carrying out maintenance works.

Design/methodology/approach

A total of four cases have been selected covering primary‐ and secondary‐level for both National and National‐type schools (commonly known as vernacular schools). Interviews with school management were carried out throughout the study to assess the common design defects in the buildings.

Findings

A list of the design defects that have caused high maintenance cost was tabulated. It could be concluded that the most common design defects are building façade and missing slot underneath the floor slab which led to more defects.

Research limitations/implications

Only four schools in Penang, Malaysia were involved in this study. Data were gathered from the school management and maintenance personnel. No data have been obtained from the designers because difficulties in tracing the designers record since the school age are more than 20 years.

Practical implications

The study recommended that expert maintenance personnel shall be employed in the design stage to minimize design defects in school projects which in turn minimize the cost of building maintenance.

Social Implications

Safety and health of the students could be affected if there is no accurate measures being adopted to overcome the issue.

Originality/value

A very limited study has been carried out with regards to design maintenance for school buildings in Malaysia.

Abstract

Purpose

The purpose of this paper is to establish the impacts of good maintenance work for heritage buildings in Malaysia. This purpose is achieved through identifying factors that lead to the lack of maintenance of heritage buildings, establishing strategies to overcome the lack of maintenance of heritage buildings and analyzing the impact of good maintenance work on heritage buildings in Malaysia.

Design/methodology/approach

A quantitative method was employed for this study to identify the variables that most influence the maintenance of heritage buildings in Malaysia. The respondents were the owners of the heritage buildings in Peninsular Malaysia. There were 65 owners of heritage buildings identified from the official website of the Department of National Heritage, Ministry of Tourism and Culture, Malaysia. Simple random sampling was used to obtain the sample size of the targeted respondent. A total of 56 questionnaire surveys were distributed to the owners of heritage buildings. In total, 37 respondents returned the completed questionnaires, resulting in a response rate of 66 percent. The data were analyzed by Descriptive Statistics using Statistical Package for the Social Science software version 20.

Findings

Results show that the factors that lead to the lack of maintenance of heritage buildings are limited finance, the absence of maintenance guideline and ill-defined maintenance policy. The strategies to overcome the problem include providing a financial budget by the respective authorities, establishing a standard maintenance guideline and revising the existing policy.

Research limitations/implications

The paper is limited to the identification of factors that lead to a lack of maintenance and strategies to overcome the problem for the heritage buildings in Malaysia. The respondents are the owners of heritage buildings in Malaysia. The focus is given to them due to the fact that it will help them in understanding the importance of managing and operating for their buildings.

Practical implications

The results offer value-added information to building managers who are responsible for maintaining heritage buildings. Findings show that good maintenance work on heritage buildings can enhance the value and safety of the building as well as preventing heritage buildings from deteriorating.

Social implications

The quality of maintenance could be enhanced by focusing on the important variables that affect the quality of maintenance works of heritage buildings.

Originality/value

Limited studies had been carried out in the context of the maintenance of heritage buildings, especially in Malaysia.

Sustainability encapsulated economic, environmental and societal parameters. Without exception, these parameters also conforms the efficiency and increasingly importance of sustainable maintenance management for built heritage. However, there is less attention to the appraisal approach for maintenance management of built heritage, twinned with inconsistent and impractical assessment upon their maintenance strategies. With the aim to support sustainability, the purpose of this paper is to give an insight to the question on how the maintenance management appraisal approach practically determines and ultimately substantiates the decision-making process that promotes sustainable built heritage, based on current scenarios and practices in Malaysia.

Design/methodology/approach

Maintenance management appraisal for sampling of built heritage enables assessment of efficiency of maintenance and repair during maintenance phase based on survey (questionnaires) and statistical analysis.

Findings

It recognises the importance of maintenance management appraisal in achieving efficiency and underpinning rationale decision making for maintenance strategies and service quality (SERVQUAL).

Practical implications

It must be emphasised that maintenance management appraisal is not confined to built heritage, and can be applied to any types and forms of property. The decision made as a result of its utilisation is practically support sustainable repair.

Social implications

The implementation of this appraisal highlights the efficacy of maintenance strategies and SERVQUAL that may be adopted.

Originality/value

The paper is a rigorous appraisal of maintenance management of built heritage. This appraisal relays the “true” sustainable built heritage, contextualised within maintenance strategies and SERVQUAL that consequently allows rationale in achieving sustainable development.

Abstract

Purpose

This paper aims to explore the history of Anglican churches in Malaysia and discusses their typical features and their respective maintenance practices.

Design/methodology/approach

A narrative review of 84 literacy sources published between 1967 and 2020 on the development and features of Anglican churches in Malaysia, along with recommendations on maintenance practices from the asset and facilities management perspective. The exploration of churches’ features follows three main disciplines in building maintenance according to the Jabatan Kerja Raya Guideline for as-built buildings in Malaysia.

Findings

The findings of the study have then been tabulated to form a maintenance framework to recommend suitable maintenance practices on specific building components based on different materials. The paper argues that as places of worship, the assets of religious facilities are intangible compared to any other types of building that serve a tangible function (i.e. shelter, commercial or industrial operation). Throughout the exploration of their maintenance practices suggested by vast sources of literature, it is proven that the maintenance of churches is not as straightforward as merely remedying the defects, but it requires the maintenance to radically minimise any disturbance to their aesthetics, thus making maintenance a more challenging task at churches.

Originality/value

This paper proposes a maintenance framework for Anglican churches in Malaysia by categorising building disciplines and their corresponding building components, which supports future research to improve the maintenance practices of religious facilities.

Abstract

Purpose

The purpose of this paper is to reveal the significant factors that contribute to the development of the assessment framework for wheelchair accessibility to National Heritage Buildings.

Design/methodology/approach

A qualitative approach was conducted via semi-structured interviews and go-along interview (Accessible Audit) through selected multiple case studies to reveal the main factors that contribute to the development of the assessment framework for wheelchair users in National Heritage Buildings in Malaysia. There are four National Heritage Buildings (gazetted under National Heritage Act, 2005) selected for this research.

Findings

The findings revealed a few significant factors comprising the physical built environment, organizational behavior and structure, financial resources, and existing legislation.

Research limitations/implications

This research is limited to wheelchair users and National Heritage Buildings, which was conducted through semi-structured interviews and go-along interview (Accessible Audit).

Practical implications

This research investigates the standpoints of both the National Heritage Building operators and the wheelchair users pertaining to accessibility in National Heritage Buildings with regard to their respective roles as management and users.

Social implications

The research demonstrates the importance of social participation effects on the accessibility in National Heritage Buildings based on empirical evidence in highlighting operators’ and wheelchair users’ challenges toward enhancing their accessibility.

Originality/value

This research will be a great contribution to the development of the assessment framework for wheelchair accessibility in National Heritage Buildings in Malaysia, including accessibility for pushchair, elderly, and pregnant women.

Abstract

Purpose

Millennials are considered the best group to intervene in terms of homeownership education as they are of working age and can earn monthly income. However, there is a concern about the affordability of millennials to purchase a house that will influence their decision in terms of purchasing a house. Further understanding of the home-buying process allows millennials to avoid dishonest and irresponsible sellers, as purchasing a house involves a large sum of money. The purpose of this study is to suggest a suitable delivery mechanism to increase awareness of the home-buying process among millennials in Kuala Lumpur.

Design/methodology/approach

This study adopts a quantitative method to analyse sets of questionnaire survey that were distributed at purposive random sampling in Kuala Lumpur. This study approached respondents with pre-set criteria, which include the respondents to be between 18 and 38 years old, interested to purchase a house and to have at least an initiatory understanding of the home-buying process.

Findings

The findings suggested that there is considerably low awareness of the home-buying process among millennials. However, it is important to note that among the home-buying process, millennials are most aware in the preliminary phase, which is information gathering. Based on these findings, the best delivery mechanism to increase awareness is through online games and training courses, followed by home counselling at a local housing agency.

Practical implications

This study contributes to government agencies and policymakers to interact with society, as education is one of the best methods. It will further enhance their efforts to ensure that the society is well equipped with useful knowledge to avoid the rueful decision of purchasing their first house.

Originality/value

This paper highlights homeownership education by tackling the issue of extensive knowledge of the home-buying process. This is crucial to the foundation of homeownership education, as it reflects the efforts of government agencies and policymakers to ensure homebuyers’ rights are protected in the housing market. This paper will benefit not only policymakers and decision-makers but also first time homebuyers.

Purpose

The improper management of conventional systems for recording, diagnosing and analysing information appears to be a major problem in the maintenance of heritage buildings. This is because of a lack of detection of patent or latent defects, ineffective repair methods and inappropriate planning decisions, which increase the risks of failure throughout the lifetime of heritage buildings. The paper aims to discuss this issue.

Design/methodology/approach

The concept of maintenance management practices, as well as techniques and tools from information and communication technology, was reviewed to identify suitable processes and construct an information database of maintenance and management techniques. A maintenance index framework was then formulated by analysing these concepts.

Findings

The initial findings identify the need for decision-making support in the diagnosis of heritage building maintenance based on robust data collection. This should include the selection of a durable replacement design and material or an appropriate rehabilitation method for managing quality and reducing associated defects.

Originality/value

Further research into the maintenance of heritage buildings should consider various aspects in terms of sustainability. The paper concludes that implementing a maintenance index framework can help improve the decision-making performance with regard to the design, construction and maintenance operations of heritage concrete buildings.

Abstract

Purpose

Heritage is the latent part of a sustainable built environment. Conservation and preservation of heritage is one of the United Nations' (UN) sustainable development goals. Many social and natural factors seriously threaten heritage structures by deteriorating and damaging the original. Therefore, regular visual inspection of heritage structures is necessary for their conservation and preservation. Conventional inspection practice relies on manual inspection, which takes more time and human resources. The inspection system seeks an innovative approach that should be cheaper, faster, safer and less prone to human error than manual inspection. Therefore, this study aims to develop an automatic system of visual inspection for the built heritage.

Design/methodology/approach

The artificial intelligence-based automatic defect detection system is developed using the faster R-CNN (faster region-based convolutional neural network) model of object detection to build an automatic visual inspection system. From the English and Dutch cemeteries of Surat (India), images of heritage structures were captured by digital camera to prepare the image data set. This image data set was used for training, validation and testing to develop the automatic defect detection model. While validating this model, its optimum detection accuracy is recorded as 91.58% to detect three types of defects: “spalling,” “exposed bricks” and “cracks.”

Findings

This study develops the model of automatic web-based visual inspection systems for the heritage structures using the faster R-CNN. Then it demonstrates detection of defects of spalling, exposed bricks and cracks existing in the heritage structures. Comparison of conventional (manual) and developed automatic inspection systems reveals that the developed automatic system requires less time and staff. Therefore, the routine inspection can be faster, cheaper, safer and more accurate than the conventional inspection method.

Practical implications

The study presented here can improve inspecting the built heritages by reducing inspection time and cost, eliminating chances of human errors and accidents and having accurate and consistent information. This study attempts to ensure the sustainability of the built heritage.

Originality/value

For ensuring the sustainability of built heritage, this study presents the artificial intelligence-based methodology for the development of an automatic visual inspection system. The automatic web-based visual inspection system for the built heritage has not been reported in previous studies so far.

Abstract

Purpose

The existing concept in the building rating scheme especially in developing countries was more focused on the environment, economic, social and culture. The new approach of the classroom condition index (CCI) assessment scheme has its uniqueness in environmental and social aspects because of high building performance in secondary school buildings. The requirements set by the Ministry of Education Malaysia include providing a conducive learning environment, especially for students who are considered as the main users of classrooms in school buildings. Currently, the school administration needs to manually record the condition of the classroom to increase its comfort level. The lack of a structured scheme for classroom assessment makes it difficult for school administration to focus on the overall classroom condition (physical environmental aspect) in the school building. The purpose of this study is to develop a framework for classroom conditions by proposing a CCI assessment scheme for a secondary school building in Malaysia.

Design/methodology/approach

Mixed methods were used to carry out the study. The first stage of this study concentrates on developing a system for CCI that relates to physical elements in the classroom. This is done by reviewing the literature on the classroom physical performance, as well as a comparison between several building rating systems locally and abroad. The structure of the proposed CCI scheme is grouped into four main themes, namely, space management quality (SMQ), building condition (BC), indoor environmental quality (IEQ) and teaching and learning quality (TLQ). In addition, there are 12 categories and 23 indicators listed under this theme. The second stage focuses on formulating assessment categories with their relevant performance indicators. This phase undergoes a validation process by conducting a survey (questionnaire) toward the classroom’s main users, which are students and teachers. This is to ensure the accuracy of classroom conditions in the school building. A semi-structured interview was also conducted among building experts. They are building surveyors, building engineers, building designers and building performance experts to support the main findings in the second stage. Relative importance (RI) index approach has been applied to show the indicators weighting and ranking are used as data collections method by using Statistical Package of Social Science software to examine the RI of each category and indicator, respectively.

Findings

The findings show that prominent RI and balanced weights are formed from these four main themes. They are SMQ (19.9%), BC (26.6%), IEQ (33.2%) and TLQ (20.3%). The outcome of this study will contribute to a detailed assessment scheme for CCI at the secondary school building. The contribution of the CCI Assessment Scheme is more comprehensive and holistic than the conventional assessment process for BCs. It focuses specifically on classroom space as it is the most important area to achieve a high level of comfort comparing to other spaces in the school building. This holistic approach encompasses all types of classrooms. The concept of one tool fits all is seen as no longer a relevant adaptation in this context. This proposed tool is to be used only for the classroom (as the name CCI implies) and it cannot be used for the other types of spaces, for instance, teacher room, library, meeting room, toilet, canteen and, etc. This is because different spaces represent different physical indicators to be classified. This, in turn, contributes to a conducive learning environment for students in the school.

Originality/value

This paper provides the current information, knowledge and findings related to the classroom physical indicators in developing the assessment scheme for the classroom environment. It will assist both technical and non-technical experts to clarify the current condition of classroom physical performance that ideally may affect the students’ learning environment. The novelty of CCI development is not only on the adopted method but it also includes the ideas on next generation model of rating system that ideally need specific indicators and weighting to be generated into an intelligent computerized system.

Purpose

Maintenance of heritage buildings in Egypt is essential for extending their life and preserving them in a good condition for current use and future generations. The purpose of this paper aims to study the significant parameters to be taken into consideration in the decision-making process for maintenance of heritage buildings.

Design/methodology/approach

This research identifies and analyzes the parameters affecting maintenance decision-making process using relative importance index method. Sixty-three parameters were collected from the literature and were categorized into six groups. The feedback of 15 experts who represent owners' representatives and consultants in the field of maintenance and preservation of heritage buildings was obtained through a questionnaire survey and analyses were conducted on the results.

Findings

According to the highest values of the relative importance index method, the top 10 influencing parameters are determined. A comparison between feedback of the two groups of experts is conducted. Statistical analysis is carried out to test the parameters, revealing a strong correlation between structural and geotechnical groups of parameters.

Originality/value

Parameters affecting decision-making for maintenance of heritage buildings were identified, influencing parameters can be used to compare between heritage buildings in greater need of maintenance than others.
